Grassroot organizations

At the heart of the Digital Inclusion Initiative (DII) are grassroots civil society organizations (CSOs) that work directly with local communities to reduce the digital divide. One grassroots organization is selected in each participating country Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, and Serbia through an open and transparent call for proposals.

These organizations will design and implement community-based digital inclusion interventions, tailored to the needs of marginalized groups such as women, youth, rural residents, persons with disabilities, and underserved ethnic communities.

The Role of the Grassroots Organizations is to:

  • Identify and respond to digital access gaps at the local level
  • Deliver inclusive digital literacy programs and tools
  • Collaborate with national coalitions to influence policy from the ground up
  • Document and share impact stories and lessons learned

The grassroots organizations play a vital role in ensuring that digital transformation is not just top-down, but truly inclusive, participatory, and rooted in real community needs.
